FCC GRANTS PART 15 RULE WAIVER TO MSSI TO ALLOW MARKETING OF HIGHER POWER MODEL OF ITS SAPPHIRE DART PRECISION TRACKING SYSTEM

Washington, DC – May 31, 2007 – In a public release issued 24 May 2007, the Federal Communications Commission (FCC) granted a Part 15 rule waiver to Multispectral Solutions, Inc. (MSSI) to allow the company to market a higher power model of its ultra wideband (UWB)-based Sapphire DART Precision Asset Location System™.

In granting the waiver to MSSI, the FCC stated that "we are allowing a 12.75 dB increase in peak power for Sapphire DART system transmitters that are used in high risk industrial sites such as petroleum and chemical production and storage facilities, power plants, and mines, in order to enable this system to better track and identify critical assets and personnel.  We find that granting this waiver, subject to certain conditions ... is in the public interest in that it will permit Sapphire DART systems to operate more effectively and reliably in protecting human life in these high-risk industrial settings, without increasing the risk of interference to authorized services."

The waiver is exclusive to MSSI and permits higher power UWB systems to be applied to a wide variety of industries including petroleum, gas, nuclear, steel and chemical production and processing facilities; manufacturing and storage facilities for energy materials, radioactive substances and explosive components; prisons; heavy industry and heavy construction sites; mining, ore processing and excavation operations; emergency and disaster locations; shipyard/dock works; and lumber/paper processing mills.  The FCC further stated that "these activities will enhance the protection afforded to employees of high risk industrial installations that are vital to the public well-being, facilitating homeland security efforts."

"For nearly two years, and under experimental license from the FCC, MSSI has been actively involved in demonstrating the effectiveness of a higher power UWB system implementation for protecting the lives of workers in the BP Cherry Point refinery near Blaine, WA," stated Mr. Rob Mulloy, MSSI Senior Vice President.  "We are extremely pleased with the FCC's recent ruling which significantly extends the applicability of our precision tracking solution to a wide variety of safety-of-life operations."
